Rusudan Tsiklauri, July 5 respondent of the TV program ”Without Accreditation”, running on Maestro TV, is a member of the Tutorial Council of the Public School N39, nominated by the local self-government entity since 2008. In accordance with the Law of Georgia on General Education, Tbilisi City Hall hold representatives in Tutorial Councils of Public Schools in order to get comprehensive information on schools and assist public schools within the competence of local self-government. Regrettably, Russudan Tsiklauri was unresponsively performing her duties and as she states, considers it as a very formal task to take care of the future generation and monitor their problems. We believe that it is vital to have an effective educational system by means of engaging representatives of local self-governments in the Tutorial Councils of public schools aiming at development of public schools in Tbilisi. Rusudan Tsiklauri continues to be the members of the Council and we do hope she will show the best of her responsibility and attention with respect to the undertaken duties and obligations. As regards the statement of Rusudan Tsiklauri, as though the project “Plan the budget with the Mayor of Tbilisi” attains political nature, is false. This is the fourth years when the survey is conducted by Tbilisi City Hall. The survey is published beforehand on the Tbilisi City Hall official web-page and it never had a political context. Therefore, the survey is available to everybody. In November 2011 Tbilisi City Hall conducted a survey with the assistance of municipalities and volunteers, without any funds. The survey consisted of 28 paragraphs and any citizen could mark the issues of their priority, which would become the basis for the development of Tbilisi city budget. For further reference, we are presenting the sample of the survey, which was available to any interested person.

Tbilisi City Hall has accomplished a construction of the tunnel at Marshal Gelovani Avenue aimed at easing the traffic in the city. 95 meter concrete tunnel was built in accordance with international standards, outdoor lights have been installed. At the request of the population residing around the tunnel a new square was built. Today, Gigi Ugulava drove by bus with other Tbilisians and visited the tunnel and other infrastructural sites.
In accordance with the Election Code of Georgia, Tbilisi government has established the procedure for posting posters during the pre-election campaign. Every election subject is able equally use a specially allocated stands for their pre-election posters. As regards, posting of election posters on the premises located in Tbilisi, based on the Election Code of Georgia, posting of posters is prohibited in certain buildings. The government has defined the list of premises on which posting of posters is banned (monuments of cultural heritage in the historical part of Tbilisi, rehabilitated buildings, premises of state and self-government bodies. Apart from the prohibition provided by the legislation, Tbilisi government urges political parties to refrain from posting pre-election posters on rehabilitated historical buildings for the purpose of preserving their artistic-aesthetical value.
Road infrastructure development in Tbilisi is underway. Within 2 years period rehabilitation of inner roads will be accomplished, which will ensure unimpeded movement of the population in the area. In Digomi, roads have been repaired over 4000 square meters territory. A Square with playgrounds will be arranged in the nearby territory. Today Gigi Ugulava visited the site, met with the population and talked about the state program on health assurance, according to which from September 2012, every pensioner and children under 5 years will receive health insurance.
In order to create comfortable living conditions for tourist and local population, rehabilitation works in the ski winter resort Gudauri. 60 buildings in village Kumlistsikhe, including dwelling houses, as well as small and medium size hotels have been fully reconstructed. In the very near future, road rehabilitation will be launched in Gudauri. Within this project 2200 meter territory will be repaired and sewerage system renewed. Road repair works will be accomplished by September. At the end of August full rehabilitation of water pipelines will take place in Gudauri increasing water supply in the region by 50%. Construction of a new hotel is underway in the resort. Totally 100 people are employed in the construction works. Today Gigi Ugulava visited ongoing works in Gudauri.
Fourth McDonald’s was opened in Tsereteli Avenue. Drive Thru fast food restaurant is different from others and characterized with modern design. 109 people are employed in the restaurant. First McDonlad’s was opened in Tbilisi, Rustaveli Avenue in 1999. In a short period this brand became one of the most popular in Georgia. McDonald’s is a worldwide brand. Currently, there are 400 employees in the McDonald’s networks in Georgia. By the end of this year, two more places will be opened in Gldani and Saburtalo. Today, Gigi Ugualva visited new McDonald’s place and talked to the employees.
The Factory producing subway train cars was founded in 1996. In 2005 it has changed and modernized inner and outer face of train cars, as well as enhanced security norms. Interior of train cars was also improved for offering better confront to passengers. Since 2005 already 111 train cars have been modernized that constitutes 70% of the total number of Tbilisi train cars. The process of modernization will be accomplished by 2013. The factory exhibited its product during the industrial fair “Made in Georgia”. It also launched exporting train cars to Armenia. Today, Gigi Ugulava visited the Factory.
Rehabilitation of existing medical infrastructure and construction of new treatment centers in the city is in progress for the purpose of offering Tbilisians improved medical service, developing medical field and raising qualification of physicians working in medical sphere. In Saburtalo Georgian-American family medical clinic: “Medical House” was repaired and equipped with modern standards, where highly qualified physicians offer high quality medical service. 60 people are employed in the center. It is headed by the Georgian physician, Temur Gurchumelidze working for 20 years in US. Today Gigi Ugulava visited the center with the representatives of insurance companies and American congressmen.
Due to the heavy rain and hail in Tbilisi on August 19, under the decision of the Mayor of Tbilisi, 203 families in Didgori District and 163 families in Isani-Samgori District shall receive relevant compensation. Total amount of the damage caused by the rain amounts to 200 000 GEL. This amount will be allocated from the reserve fund of Tbilisi City Hall to help each victim.
Street animals often disseminate various diseases and pose a serious threat to the society. In order to prevent such threats, to protect animals’ rights and citizens, Tbilisi City Hall built a shelter for domestic and wild animals in Isani-Samgori District. Shelter staff get animals from streets and qualified kinologists and assistants take all necessary medical procedures for their treatment. The Shelter is equipped with modern medical devices. Labs, surgical room and quarantine open-air cages are operating in the shelter. More than 300 animals feet there. In a nearest future, web-site will be opened, where all interested persons may find information on homeless animals, take them home for free and take care of them. Currently, there are 50 animals undergoing medical treatment in the shelter. Today, Gigi Ugulava visited the place and introduced with all the procedures, which the animals undergo.
Under the initiative of Tbilisi City Hall, 7th university of a yard-keeper day was traditionally celebrated in Tbilisi. Gigi Ugulava personally congratulated yard-keepers with this day and addressed them. Daily 3 300 officers from the cleaning department take care of the cleanness of the city. Mayor’s office continues to care about the improvement of ecological situation of the City and implements a number of projects in this direction.
Tbilisi City Hall launched arrangement of rope-way infrastructure in Tbilisi. Today new gondola started operation in Odl Tbilisi, connecting Rike Park and Narikala Castle. Rope-way line is 500 meters and includes 7 gondolas. They are glazed and one of them is transparent, which gives it a unique character. New rope-way was constructed in accordance with international standards. Gondolas are adapted for disabled people. Students, teachers, pensioners and socially vulnerable people shall travel half-rice; as for pupils and veterans gondola is free of charge. Gondola is open from 12:00 pm until 12:00 am. Today, Gigi Ugualva visited the rope-way with the children from Digori District and took a transparent gondola with them to Narikala Castle.
